Dick Move#2: Staging a Referendum

Got an intractable political problem that your National Assembly is unwilling or unable to tackle?  Your solution is clear: stage a referendum.  Here are the advantages:

  1. Your people aren't that smart, and won't fully understand the issues.

  2. It's phenomenally easy to muddle the issue - or have someone else muddle them for you, confusing the debate.

  3. When "THE PEOPLE" talk your Assembly will be required to follow through or face the wrath of the masses.

  4. You can have the referendum take as long as you need.  That makes it a good tactic for never actually getting to any solution whatsoever.
